The Worst List identifies the “absolute worst, most unsafe campuses for LGBTQ youth” in the United States. The colleges & universities listed have chosen to openly discriminate against LGBTQ youth and/or have requested Title IX exemptions to perpetuate the harms of religion-based bigotry.  The criterion to be the “absolute worst” campus includes either of the following: 1) Received and/or applied for a Title IX exemption to discriminate against LGBTQ youth and/or 2) Demonstrated past history and track record of anti-LGBTQ actions, programs and practices.

Abilene Christian University has qualified for the Worst List because it has a past and recent history of anti-LGBTQ discrimination and most recently, implemented an aggressive, discriminatory ban on same-sex relationships for student employees (including same-sex dating) that has created an inhospitable, harmful climate.

As stated on the campus website, those student workers “asked to exemplify and support the university’s mission” — will be barred from dating people of the same sex, similar to how faculty and staff have been for years.

  • 2022 – Follows the Assemblies of God Position Paper on "Homosexuality, Marriage, and Sexual Identity" which states that:
    • The biblical writers make it clear that practicing homosexuals, along with sexually immoral heterosexuals and all other unrepentant sinners, will not inherit the kingdom of God (1 Corinthians 6:9–10)
    • The Fellowship supports the dignity of individual persons affirming their biological sex and discouraging any and all attempts to physically change, alter, or disagree with their predominant biological sex—including but not limited to elective sex-reassignment, transvestite, transgender, or nonbinary “genderqueer” acts or conduct. (Genesis 1:26–28; Romans 1:26–32; 1 Corinthians 6:9–11).

This is in sharp contrast to the written letters issued from the Dept. of Education under the Obama Administration requesting additional information prior to receiving a Title IX exemption, as the letter states:  Primarily, the written "request'' for exemption from an institution is a request for assurance from OCR of exemptions to certain sections of the regulation. Religious institutions that have neither sought nor received prior written acknowledgement from OCR may still invoke their exemption after OCR receives a Title IX complaint. If, however. the College would like written acknowledgement from OCR of its exempt status, the College may submit a statement from its highest-ranking official that identifies the provisions of Title IX that conflict with the specific tenets of the controlling religious organization.

  • October 2021 - Faculty Handbook states that:
    • "We believe that God wonderfully and immutably creates each person as male or female. These two distinct, complementary genders together reflect the image and nature of God. (Gen 1:26-27.) Rejection of one’s biological sex is a rejection of the image of God within that person. We believe that the term “marriage” has only one meaning: the uniting of one male as born at birth and one female as born at birth in a single, exclusive union, as delineated in Scripture. (Gen 2:18-25.) We believe that God intends sexual intimacy to occur only between a man and a woman who are married to each other. (1 Cor 6:18; 7:2-5; Heb 13:4.)"
    • "We believe that any form of sexual immorality (including adultery, fornication, homosexual behavior, bisexual conduct, bestiality, incest, and use of pornography) is sinful and offensive to God. (Matt 15:18-20; 1 Cor 6:9-10.) We believe that in order to preserve the function and integrity of Arlington Baptist University as an institution proclaiming biblical truth, and in order to provide a biblical role model to the college’s students and its community, it is imperative that all persons employed by Arlington Baptist University in any capacity, or who serve as volunteers, agree to and abide by this Statement on Marriage, Gender, and Sexuality. (Matt 5:16; Phil 2:14-16; 1 Thess 5:22.)"
  • February 2022 - Student Handbook states that:
    • "The Bible also forbids such activities as gossip, gluttony, drunkenness, stealing, dishonesty, murder, profanity, occult involvement, adultery, premarital sex, and homosexual behavior."
    • "Students are not allowed to maintain same-sex romantic relationships."

The institution views the actions or intentions of those seeking fundamental alterations of any kind from the individual’s sex identity at birth as a rejection of the biblical and theological underpinnings to which this institution is committed, and therefore grounds for expulsion and permanent barring of a current student, employee, or director, or the denial of consideration for enrollment, hiring, or service of an applicant. The same actions may be taken against any persistent or exaggerated display of cross-dressing, or other relevant manifestation of actions that are deliberately cacophonous with one’s sex at birth, or activist promoting the acceptance of such unbiblical views." 
    • "God’s design of marital intimacy becomes the foundation for our understanding of all acts of sexuality outside of a heterosexual monogamous marriage. Scripture teaches that sexual relations of any kind outside of heterosexual monogamous marriage – adultery, fornication, homosexuality, bisexual, transgender, bestiality, incest, molestation, pornography, or any attempt to change the sex of one’s birth - are inconsistent with the teaching of Scripture and Church history and therefore prohibited of those within the Christian faith." 
    • "We hold that chastity for the unmarried person is sexual purity and chastity within marriage to be sexual faithfulness, and that both are affirmed by Scripture and blessed by God. Consequently, as part of living out a consistent, biblical spirituality, one dedicated to the pursuit of Christ-likeness, all members of CCCTS are to avoid sexual intimacy outside of monogamous heterosexual marriage and to refrain from encouraging said action in others. Whatever one’s personal feelings or desires, the call of Jesus on our lives is the same: sexual purity manifest among the married as complete faithfulness and by those who are single by living a pure and unblemished life (I Thessalonians 4:3-8)."

Grove City College has qualified for the Worst List because of its past history and track record against LGBTQ people as well as its longstanding noncompliance with Title IX.  Grove City College refused to execute an Assurance of Compliance with Title IX's nondiscrimination provisions and chose not to comply with Title IX.  On February 28, 1984, the Supreme Court issued its decision (6-3 majority) in Grove City College v. Bell. As a result, Grove City College is not compliant with nondiscrimination protections under Title IX and not qualified for federal grants, loans or any form of federal financial assistance.

In addition, Grove City College members of its staff signed onto the Nashville Statement condemning LGBTQ people and using religion-based bigotry to perpetuate stereotypes and harm toward LGBTQ youth.

Further, we believe that 'Biblical marriage is heterosexual.' It is important to understand, however, that this position does not prohibit someone who identifies with the LGBTQ community from enrolling here. Nor does allowing enrollment imply acceptance of this lifestyle. It does, however, demonstrate the sort of grace that Jesus would show.'

As stated in the university Faculty Handbook even tenured professors can be terminated for “immoral conduct,” including “immoral sexual conduct,” which is described as “any sexual conduct outside of a marriage relationship of a man and a woman.”

    • The practice of homosexual conduct or other extra-marital sexual relations is inconsistent with our faith position.”
    • Since any sexual conduct outside the parameters of the faithful marriage of a man and a woman is sin, any government which creates legal structures to encourage or condone inappropriate sexual activity or lust, heterosexual or homosexual, or which creates special legal rights and protections based on sexual conduct, is acting immorally and without authority.”
